With less than two months until the entry into force of Verifactu, the new electronic invoicing control system promoted by the Tax Agency, 65% of Spanish SMEs are still not prepared to comply with the regulations, according to the Quipu Barometer on digitalization and tax compliance 2025, prepared from aggregate data of more than 15,000 users and a survey of 700 collaborating offices.

The main drawback detected is that the majority of SMEs, small businesses and the self-employed are unaware of the technical requirements that their billing systems must meet from 2026, which is why they continue to use non-approved tools, such as spreadsheets or programs that do not generate the records required by the Tax Agency.

This is what Roger Dobaño, CEO of Quipu, warns, who highlights that “the problem is that many SMEs are still not aware that they will have to use certified tools before January 1, 2026, or July 1 in the case of the self-employed.”

Errors may lead to sanctions or incidents

Verifactu is not a simple software update: it is a structural change to how invoices are recorded, validated and maintained. The Quipu Barometer reveals that the majority of SMEs that have started the process of adapting to Verifactu are making errors that could lead to sanctions or incidents with the Tax Agency. Among the most common failures are the use of programs that do not generate unalterable billing records, the lack of traceability or control of modifications, and the lack of knowledge of the obligation to preserve the records, even when the information is not sent directly to the AEAT through the Verifactu model.

Another critical point is the poor coordination between SMEs, companies and their tax advisors, which is generating confusion about what steps must be followed to comply with the regulations correctly. 72% of the firms consulted claim that they are having to re-educate their clients and explain to them the risks of not adapting their billing systems in time.

In case of non-compliance, the consequences will not be minor: economic sanctions and greater exposure to tax reviews. “The invoice will no longer be an isolated document and will become part of a traceable record that the Tax Agency can audit at any time. Failure to adapt the systems in time can translate into billing blocks or sanctions for non-compliance,” warns Roger Dobaño himself, recalling that for SMEs this risk can seriously compromise their cash flow and their relationship with clients and suppliers.

Although the regulations were created as an anti-fraud measure, Quipu warns that it also represents an opportunity for modernization for SMEs and firms that take the step proactively. The data from the platform reflects that among the consultancies that have already adopted compliant systems, automation has made it possible to reduce the time dedicated to administrative tasks by up to 60% and improve the quality of accounting and tax information.
