Aligned with the great economic, social and geopolitical challenges of Spain and Europe, the new agenda was born with the aim of promoting a new stage of digital transformation in Spain, laying the foundations for a new cycle of policies and actions that will boost the economy, innovation and the well-being of society in the coming years. To do this, it includes 218 measures grouped into three strategic pillars, interdependent with each other: Competitiveness, Welfare State and Technological Leadership.
The AMETIC Digital Agenda 2026-2030 is the result of public-private collaboration 2.0, which sets the course to position Spain as a leader in the digital economy, strengthen the welfare state and advance technological sovereignty. The document establishes a shared roadmap to promote a new stage of structural and lasting digital transformation, aligned with the great economic, social and geopolitical challenges of Spain and Europe.
Greater strategic investment
The presentation event was chaired by Francisco Hortigüela, president of AMETIC; Celestino García, general director; Jorge Morillo, president of the Digital Agenda and Strategy Commission; and Antonio Cimorra, director of the association’s Commissions.
This is a realistic and shared country proposal, which is committed to more strategic investment, better coordination between all actors and a reduction in fragmentation to close the technological gap with the great global powers to reinforce Spain’s role in the European and global digital economy.
“The AMETIC Digital Agenda 2026-2030 is born from the collaboration and consensus of the Digital industry to turn challenges into opportunities, with a country vocation and a short, medium and long-term vision. Our objective is to promote a new stage of transformation based on structural policies, long-term pacts and real public-private collaboration 2.0, beyond specific initiatives or isolated projects,” said Francisco Hortigüela, president of AMETIC.
Three fundamental pillars
In the Competitiveness pillar, the Agenda proposes to strengthen the ecosystem of SMEs, startups and scaleups, promote the technological Spain brand and turn the Administration into a strategic client and driving force of the digital economy, not only as a regulator, but as a driver of demand and innovator.
In the area of the welfare state, the document prioritizes inclusive, equitable and sustainable digitalization, aimed at reducing social, territorial and economic gaps. The measures include universal digital literacy, equal opportunities in employment and digital services, the guarantee of accessible and sustainable digital infrastructures, as well as the adoption of technologies aligned with the Sustainable Development Goals and the European Green Deal.
Finally, in terms of technological leadership, AMETIC is committed to moving towards open strategic autonomy, aligned with European priorities, in key technologies such as artificial intelligence, cloud, cybersecurity, quantum computing, XR, robotics, semiconductors, electronics and data. The Agenda also contemplates support mechanisms to guarantee the continuous availability of public funds, as well as strengthen governance and public-private coordination.
Talent, training and collaboration as transversal axes
The Agenda highlights the need for talent and training to advance hand in hand, reinforcing collaboration between companies, educational institutions and public administrations to maximize the impact of digitalization on competitiveness, social cohesion and sustainability.
Public-private collaboration 2.0 occupies a central place in the document. For AMETIC, the combination of efforts between administrations, universities, research centers and companies is key to accelerating technological adoption and generating large-scale economic and social impact.

“The AMETIC Digital Agenda 2026-2030 identifies the key technological capabilities, as well as the most strategic application environments, such as Digital Health, Industry 4.0, Sustainable and Urban Mobility or Tourism. Only by coordinating strategic policies, talent and financing will we make Spain a benchmark in innovation, investment and development of high-growth startups,” said Celestino García, general director of AMETIC.
A proposal aligned with the European Digital Compass
The AMETIC Digital Agenda 2026-2030 is aligned with the objectives of the Digital Compass 2030 of the European Union, setting clear goals for the Spanish digital ecosystem: achieving that 75% of companies use technologies such as Cloud, Artificial Intelligence and Big Data; achieve 90% of SMEs to a basic level of digital maturity; and double the number of high-growth startups and scaleups.
“This Agenda is not just a proposal for the digital industry. It is a country proposal to strengthen our competitiveness, protect our social model and guarantee that Spain has a voice, capacity and leadership in the digital Europe of the future,” stressed Jorge Morillo, president of the AMETIC Digital Agenda and Strategy Commission.

For his part, Antonio Cimorra, director of AMETIC Commissions, has concluded that “digital transformation is no longer just about adopting technology, but about deciding what country we want to be in the next decade. That is why we will strengthen our collaboration with public administrations, companies, social agents and society as a whole to build this new stage together.”
