The Principality of Asturias is carrying out an ambitious modernization of its administration with the aim of transforming the relationship between the government and its citizens. As a basis for this change, it has developed the miPrincipado platform, a digital ecosystem implemented on Liferay DXP that not only simplifies bureaucracy, but also lays the foundations for a “super APP” of public services driven by artificial intelligence.
The initiative was born from the need to overcome the limitations of legacy systems, such as a restrictive CRM, which prevented efficient data management, which meant greater bureaucracy for citizens and the administration itself. The idea was to change the perception of administration through a model focused on data, personalization and proactivity.
To achieve this, the Principality of Asturias has chosen Liferay DXP, an open source platform that aligns with the European Union’s push for technological sovereignty. This strategic decision allows the Principality to maintain technical knowledge internally and develop tailored solutions, avoiding dependence on the clouds of large technological platforms and ensuring that citizen data remains under public control.
The 24,000 users who have already registered on miPrincipado are noticing the benefits of this new technological approach. The platform implements the “one-time” principle, eliminating the need for citizens to provide documents that the administration already has. Integration with state systems such as Cl@ve and the Justice Folder simplifies access, while features such as “My Card Holder” offer digital versions of official documents. This not only improves the user experience, but optimizes internal efficiency by reducing errors and processing times.
However, the vision of the Principality of Asturias is more ambitious. myPrincipado is the embryo of a future “super APP” that aspires to unify all public services, from transport to employment, into a single channel. The next phase of this evolution relies directly on artificial intelligence with the CoVA (Virtual Agent Coordinator) project. This system is not a simple chatbot, but an AI agent coordinator designed to offer proactive services. One of its first use cases will be to address unwanted loneliness, generating automated calls with a human voice to interact with older people and, if necessary, escalate care to human personnel.
The Asturias project represents a paradigm shift in the interaction of the public administration with citizens. It is an example of proactivity and interoperability to respond to citizen needs. By prioritizing technological sovereignty and a flexible architecture, the Principality of Asturias is not only modernizing its services, but is building a digital governance model that could serve as a reference for other regions.
