An electric bike is a great thing – it allows you to quickly move around the city without much effort, and at the same time is environmentally friendly. Only is every e-bike compatible with Polish law? And what is a pedelek, which can often be read in guidelines for legal electric bikes in Poland? Below we discuss key issues related to the legal use of electric bikes in Poland in 2025.
What is the mysterious Pedelec …
Pedelec (with English pedal electric cycle) is a type of electric bike in which the engine supports pedaling – but only if the user actually pedals. Unlike e-bikes with a gas grip (which can be driven without pedaling), in these vehicles the support is activated by pressure on the pedals. In the European Union – including in Poland – pedelec this The only type of electric bike treated by law like an ordinary bikeas long as it meets certain conditions.
What does a legal electric bike mean?
In 2025, in Poland, a legal electric bike, i.e. Pedelec, must have engine power not more than 250 W and support, which is cut off after reaching 25 km/h. Such equipment is treated as a regular bike – you do not have to register, pay OC or have a driving license. This is good news, because you can run around bicycle paths without stress. Here, an important note, if you have a model with a gas grip, without pedaling, a two -wheeler is already treated. The stairs begin here: registration, compulsory helmet and driving license category AM. So, before buying, make sure exactly what vehicle will go into our hands.
Definition of a legal electric bike
A legal electric bike in 2025 is a pedele, i.e. a vehicle up to 0.9 m wide, powered by muscle strength, with an additional electric motor. Key parameters are:
- Engine power: maximum 250 W.
- Support: It only works when filming and cuts off after 25 km/h.
- No gas shifter – It’s already a moped, not a bike.
If you exceed these limits, e.g. you have an e-bike reaching a maximum speed of 45 km/h (s-esdelec), then according to the law it is a moped category L1E. Such equipment requires registration, liability insurance, a helmet in accordance with the NTA 8776 standard and AM driving license.
Who can drive and what are the rules?
Adults can ride a bike without additional papers, all you need is an ID card. If you are younger than 18 years old, you must have a bicycle card, and children under 10 years traveling on a public road need adult care. The fine for the lack of a card is PLN 200, so it’s better not to risk it. The helmet is not required, but really, it is worth having it, because in confrontation with the car, we are practically without a chance.
Mandates and penalties – what to avoid?
If your electric bike does not meet the standards, e.g. you have an unlocked engine and you run 40 km/h, a fine can reach up to PLN 3,000 (in extreme cases even more). Driving on the pavement with such equipment is a minimum of PLN 1,500 and 8 penalty points. For driving under the influence (above 0.5 per mil), it is already PLN 2,500 and a possible ban on driving for 3 years. Modifications, like “chips” to speed, change e-bike into a L1e category vehicle-you must register it, have lights and drive on the road, not on the paths. So it’s better not to risk without proper preparation.
Co -financing for the purchase of an electric bike
There is one more good news for those who plan to buy an electric bike! In 2025, the “My electric bike” program is to start, which provides for funding for the purchase of new two -wheelers. Natural persons can count on a refund of up to 50% of costs, but not more than PLN 2,500 for standard electrical bikes and PLN 4,500 for cargo bikes. The program aims to promote ecological means of transport and is mainly addressed to communication excluded people, such as the inhabitants of rural areas or the elderly. Before buying, it is worth checking the certificates, such as the CE mark and the EN15194 standard to be sure that the bike meets the rules. We will also follow current information because the details of the program may change, and the specific date of its start is a foggy first quarter of 2025. For now, public consultations have ended and we do not know anything yet.
