As digital sovereignty becomes a strategic requirement, organizations are rethinking how to deploy their critical infrastructure and AI capabilities in the face of increasingly strict regulations and higher-risk environments. In this context, the sovereign cloud emerges as a fundamental pillar to guarantee control, security and operational continuity. In this sense, Microsoft has taken a decisive step in its sovereign cloud strategy by announcing new capabilities designed to help organizations operating in critical and highly regulated environments maintain local control and operational resilience, even when they are not connected to the cloud.
Microsoft Sovereign Cloud integrates productivity, security, and cloud workloads across both public and private environments, aligning with modern sovereign cloud principles. Customers can choose the right level of control for each workload through a wide range of sovereign cloud options, avoiding fragmenting their architecture or increasing operational risk. Trust is based on certainty: the certainty that data remains protected within a sovereign cloud, that controls are truly effective, and that operations can continue under real operating conditions.
Solutions that work offline
In order to secure these critical sovereign cloud environments, the company announces complete solutions that work under any connectivity conditions (whether permanent, intermittent or no connectivity). Among the highlights, it is worth mentioning:
- Azure Local in offline mode (available now) – Organizations can now manage critical infrastructure under Azure governance and policy control without needing to connect to the cloud. This ensures operational continuity in sovereign, classified, isolated or cloud environments with strict regulatory requirements.
- Microsoft 365 Local in offline mode (Now available): Major productivity workloads—such as Exchange Server, SharePoint Server, and Skype for Business Server—can run entirely within the customer’s sovereign cloud operating perimeter on Azure On-Premises. This allows teams to maintain their productivity even without a cloud connection, reinforcing the on-premises sovereign cloud model.
- Local Foundry Incorporates advanced infrastructure features and support for large AI models: With this solution, organizations can now integrate large AI models into fully isolated sovereign cloud environments. Using advanced technology from partners like NVIDIA, customers will be able to run multimodal models on their own hardware and within strict sovereign cloud perimeters, enabling powerful local AI inference without any external connections.
Azure Local in critical operational infrastructures
Azure Local is designed to scale with critical needs, from basic deployments to large infrastructures prepared for intensive data processing and AI, always under a sovereign cloud approach. This makes it possible to streamline start-up and grow progressively under a unified operating model, staying within the perimeter of the client’s sovereignty and its sovereign cloud.
For workloads with specific requirements, Azure Local provides an on-premises infrastructure with governance and policy controls consistent with the Azure ecosystem and sovereign cloud principles. Thanks to its disconnected operations, both the management and execution of processes remain under the direct control of the client, ensuring that services remain operational and protected even under conditions of total isolation typical of a sovereign cloud.

The result is a comprehensive experience based on Azure Local infrastructure and Microsoft 365 Local solutions, conceived by design to respond to the challenges of the sovereign cloud. The entire ecosystem is prepared to guarantee resilience under any connectivity condition.
Going forward, organizations can ensure the continuity of their critical operations and apply consistent governance, keeping data, identities and processes always under their sovereign control, relying on a robust, flexible sovereign cloud aligned with the most demanding regulatory frameworks.
